Zooming past my top layer :(

I am having serious trouble with my paths. (And yes, I have read the manual, multiple times). I want to navigate over a large BG image. I import the image, make multiple frames in different places, Bring the BG image 'up' making it the top layer. Now, When i go from frame to frame in 'show' mode, It is zooming past the Foreground image to the frames underneath... Anyone else experiencing this? What am i missing?
